This research summary brings together findings from AERO’s research and the Victorian Academy of Teaching and Leadership’s Impact Evaluation survey to explore the enablers and barriers to effective professional learning.

Professional learning is a key strategy for improving teaching practice and student outcomes. When designed effectively, it builds individual expertise and collective capability, supporting sustainable improvement across schools and systems. Online delivery of professional learning has become increasingly important because it makes these opportunities more flexible and accessible. AERO and the Victorian Academy of Teaching and Leadership (the Academy) have partnered to investigate how schools can maximise the value of online professional learning. Findings from the work of both organisations identify the factors that enhance or limit participation and engagement in online learning for educators.

Key findings

Enablers of engagement in online professional learning

  •  Leadership support and alignment with school priorities are critical. Effective practices include providing dedicated learning time, ensuring accountability through follow-up and check-ins, maintaining visible leadership support and clearly linking learning to school improvement priorities.
  • Collaboration and peer support also enhance engagement. This includes opportunities to learn alongside colleagues, discuss and reflect on content, apply learning to the school context and share insights with staff to help strengthen understanding and implementation.
  • Relevant and practical content increases motivation and commitment. This is because educators can clearly see its application within their school context, priorities and professional needs.
  • Flexible delivery supports participation. The flexibility associated with online delivery allows educators to engage with learning in ways and times that suit their schedules.

Barriers to engagement in online professional learning

  • Time constraints and scheduling challenges can make sustained participation difficult. Participation is particularly difficult when educators aren’t provided with protected time or structural support.
  • Inconsistent terminology or instructional language can create confusion and hinder engagement. Professional learning is more effective when it uses shared language and aligns with established school programs, priorities and approaches.

AERO and the Academy will continue to explore the impact of online professional learning on teacher practice and the factors that contribute to positive experiences and outcomes.
